RCS TZ45 - Route Z-wave?

Does anyone know if the RCS TZ45 thermostat's z-wave node will route z-wave signals? I'm not getting very good range and I'm wondering if I need some appliance modules to help route. My leviton USB stick is about 20 feet away (walking - 12 or so through walls) and is not getting a reliable signal. I can't even see the other thermostats on the network to include them.

Answering my own question...

Yes they are! The only way to program zwave devices is to walk around the house with your laptop. All three floors of thermostats are now talking to eachother.. a happy mesh network
