Monitoring/control via GSM?

This device seems to have quite a bit of functionality through Dallas 1-Wire and GSM.

Does anyone here have experience in whether a "GSM Quad Band" device made in Europe will work with a 9.99/month family plan additional user GSM card in the USA on ATT?  Or perhaps a prepaid card from another provider?  I am a bit cautious since I have not seen similar products from US resellers.
 
The Topkodas devices look pretty feature-rich, and the configuration software looks well thought through; I would like to give it a try for monitoring a remote cabin we have where it would be pricey to get any sort of reliable data service.  This unit can be set up to send out a daily status report on inputs and temperature as a text message, and on-activation text messages for input changes, temperature limits, etc...  You can also send it text messages to activate an output.   
 
Should be fine. While Europeans use different frequencies than in the US, a quad-band device should support both US and Europe. Seems like a device like this wouldn't even need to support data. It just answers the call and waits for your PIN number to be entered. 
 
Although cellular will work, it seems a bit like overkill to use a phone to open a gate.  Wouldn't a garage door type opener remote control be easier?
 
The eBay ad describes it as "GSM Remote Control Switch Garage Gate Door Opener SMS iButton Access Controller" but your right, it looks like it works both ways.
