elk + z-wave, still need hand-held programmer?

Trying to make sense of this...

So for elk m1g, to add z-wave, I need the following:

1) M1XSP (with special firmware for zwave I suspect)
2) RZC0P (or newer VRC0P)

Now, I still need to set-up/program the zwave devices, right? My guess is I cant do that from the elk.

So can I do that from a laptop with the RZC0P and some sofware? Or do I still need a remote style programmer (like the leviton VRCPG)? If so, wondering if there are any less-expensive alternatives for the programmer?
