    Do you have the rule: WHENEVER ANY FIRE ALARM CUTS OFF, THEN TURN OUTPUT [3] OFF ^This is happening because you are still in Fire Alarm condition. Meaning your rule to turn on Output 3 is being re-activated regardless of time limit condition.
