zwave switch for fan

i have overhead room fans... on/off with speed control at the fan itself... can i use a standard zwave light switch to control on/off?

No But they make a switch specifically for fan control. I have 2 and they work great.

If the switch is simply providing power to the fan (which is what this sounds like), a standard Z-Wave relay wall switch should be just fine. If you need to control the speed at the switch location, the Leviton VRF01 would be needed.

With regards to the Leviton variable fan speed controller, is 1.5 amps enough throughput to support a full sized ceiling fan? Most of the relay switches are rated for 15 or 20 amps so 1.5 for this switch seems really low to me.

1.5 amps at 120 volts = 180 watts.
Ceiling fans typically use 100W or so. Here's an example: http://www.amazon.com/Emerson-CF4800ORB-Premium-Designer-Oil-Rubbed/dp/B0019VRCUK . You can browse for other fans you like, and most should have technical details, including power consumption, available.
 
I have a half dozen of the Leviton VRF01-1LX Vizia RF + 1.5A Scene Capable Quiet Fan Speed Control in my network - fans ranging from 42 to 52 inch. The only place it doesn't work place it perfectly is is in my living room where the switch is controlling two 52 inch fans - high speed is about 3/4 B)
